Boat People in Hue Reap Benefits of New Sanitation Facilities

Approximately 800 residents from the Phu Binh Commune in Hue City, Vietnam have begun to reap the benefits of new sanitation facilities installed on January 2009. The sanitation facilities, composed of one public toilet and 50 portable latrines, are part of a pilot project implemented by SEA-UEMA Project in cooperation with the Hue City Bureau of Foreign Affairs.

The Phu Binh Commune is a community of urban dwellers living on boats moored on the banks of the Perfume River in Hue. Prior to the establishment of the sanitation facilities, community residents had to use smaller boats and paddle into the wider and deeper parts of the river to defecate. Although the Hue local government has relocation plans for the boat communities in the Perfume River, most of the residents have not done so due to financial constraints.

: Public Toilet under Construction

With this in mind, SEA-UEMA Project and the Hue City Bureau of Foreign Affairs launched a pilot project, which not only aims to provide better sanitation facilities for the Phu Binh to improve the water quality of Perfume River, but also to make cleaner environment for tourism attraction. Aside from providing the sanitation facilities, the project also trained the community members on how to use properly and take care of these infrastructures.

Constructed Public Toilet at Phu Binh Commune

The project implementers are now monitoring the toilet utilization by the community. Once it is proven to be successful, the local government may replicate the process and build more public toilets for other boat communities in Hue City not only to improve their lives but also to increase awareness on the importance of proper management of wastewater and sanitation and their effects on the environment and human health.
